Germany set up a fake government body as a cover for an intelligence service, an investigation suggests.

The Federal Telecommunications Service (BST), based in an office block above a supermarket in southeast Berlin, vanished from the list of federal agencies after a computer security researcher started asking questions. The agency is notionally responsible for helping telecom companies to streamline their businesses but has no official budget and until several days ago had no functional email address.

Lilith Wittmann, 26, a German software engineer who has exposed security flaws in government technology such as the national coronavirus app, stumbled upon the agency while she was developing a computer program to evaluate the authorities’ work.
