Computer and phone manufacturers could be made to install age filters in their devices to stop under-18s in Germany accessing pornography.

A plan being discussed by the country’s regional media regulators would require all internet-capable devices sold in the country to block sites that do not insist on age verification.

Industry groups said that the plan, which could be implemented next year in a reform of child protection laws, would be unworkable and in effect shut down much of the internet in Germany. Susanne Dehmel, from the digital industry association Bitkom, told the newspaper Die Welt: “Using the internet without age verification would no longer be possible.”

Critics described the proposal as desperate after the failure of successive attempts to make porn inaccessible
